The date of that picture is September 14, 1913. It was in the newspaper the next day. While it is indeed Jim Parsons in the number 7 (a Stutz) overtaking the number 10, the driver of the ten wasn't Bill Taft, it was Henry North in a Locomobile. (There was no driver named Taft at the track that day; perhaps that was the name of North's ride-along mechanic.) They were traveling at 65 mph when they crossed the finish line moments after this picture was taken. It was an Australian pursuit race, the last race of the day, and Parsons' second win of the afternoon.
